Meaning: a new person in charge will get rid of all of the old problems. This might mean firing someone or it might mean changing the way things are done
Example: When the new boss started his job, he laid off three people and changed the filing system for reports. The remaining new employees all were heard to say, Well, a new broom sweeps clean!
